The MOA-AD Issue:
In 2008 the 8 Hinterland Barangays became the bone of contention between the City and the MOA-AD. At that time the entire City was in chaos and severe apprehension over the loss of these 8 Barangays to the Bangsa Moro Juridical Entity or BJE. Eventually
the MOA-AD was declared illegal and unconstitutional, hence the 8 barangays were spared.
However I fear that if the City does nothing to improve the lot of the Hinterlands, these 8 barangays would eventually become (again) the main issue when the Substate of the ARMM is put into place. But this time there will be no armed struggle or military
confrontation. If the Substate succeeds economically and rises-these 8 Hinterlands would finally decide to join the Substate-since not much has been happening to them under the administration of the City of Iligan. The progressive economics of an OIC backed Substate would slowly draw these 8 barangays to their fold.
And this will be done through a plebiscite.
No one can blame the Lumads of our Mountains should they finally decide to be part of the Substate. Not much has been done to them for the last 62 years by our City and should this sorry state continue-we cannot blame them if they seek economic solace
in the "arms of the Substate". If this happens (and again I say if) Iligan will not only be a Lone District but will eventually become a "LONELY DISTRICT". We will be reduce to only 20% of our land area, the 80% going to the Substate, perhaps to Lanao del Norte or even perhaps become a Nation by itself!
I say this with much trepidation since I do not like to see our City "reduce" to a mere 20% in land area (see shaded portion of the map of Iligan below). I want to protect our territorial integrity as a City.
The IPUP: A Suggested Solution to hasten the progress of the Hinterlands:
The present administration must do something NOW to change the destiny of the Hinterlands and this idea of the INDIGENOUS PEOPLE'S UNIVERSITY OF THE PHILIPPINES or IPUP could be our only way of hastening the process. If we do not make a move today, expect the 8 Hinterlands to be lost from us forever as a City. We will then become a Lonely District. Something which I know all Iliganons would not like to happen.
I therefore encourage all Iliganons to support the IPUP bill. Let us not wait before it becomes too late and everything becomes irreversible.
A Tri-partite Situation:
Other than the Substate another party who is in contention for our Hinterlands is the province of Lanao del Norte. Prior to the 1990s, I do not see the Mandulog District of our City in the map of Lanao del Norte but after the 1990s all maps of Lanao del Norte include Mandulog as part of their territory.
So you see it is not only the Substate that is after our Hinterlands, even our very own neighbor, Lanao del Norte is after it. And they say they have the legal rights and papers to prove it. Maybe it would just be a matter of time when they again assert their rights over it.
Again it would be very easy for Lanao del Norte to draw the people of the Hinterlands to their side. Once Lanao del Norte rises up in its economic standing (and Governor Khalid Dimaporo is doing a good job at it), it is in the position to "win over" the Hinterlands of our City to its side. And again a plebiscite is the deciding factor over this matter.
Again we cannot blame our Hinterland Brothers if they seek economic solace in the "arms of Lanao del Norte"-it is their right as a people to do so.
The Bangsamoro and our Hinterlands:
Lately we all know that around 6 municipalities of Lanao Norte are going to be part of the Bangsamoro. This means that Lanao del Norte might be affected in terms of IRA and CDF-since both are dependent on area and population.
Should they eventually lose these 6 municipalities, what would deter Lanao del Norte in reviving again their long standing feud with Iligan over the Mandulog District-which comprises 8 barangays of Iligan. If Lanao del Norte offers these 8 barangays the status of being converted into 8 municipalities-Iligan would be losing a lot in terms of land area. A Municipality has a bigger budget and authority than a mere barangay-so what can prevent these 8 barangays from transferring over to Lanao del Norte? Given this offer-the Mandulog District would transfer to Lanao del Norte hands down.
Any plebsicite done in those Mountains would surely make Lanao del Norte win!! Iligan must prepare for this eventuality. And I hope that the up and coming Bangsamoro consultation and plebiscite would settle the Mandulog dispute once and for all-simultaneously with those of the ARMM. Iligan must proact
and not react to the situation and this possibility.
So in actuality there are three parties that are in contention for our Mountains. If Iligan continues to "sleep" over the fate of our Hinterlands we would one day find ourselves awaken by the sad reality that we have lost them forever-to either the Substate (the Bangsamoro) or to the Lanao del Norte province.
An Indigenous People's State or Bangsalumad:
Another possibility for the Hinterlands is when our Lumad brothers would decide to create a Bangsalumad or an Indigenous People's State parallel to the Bangsamoro State-what can deter them from doing so? Instead of barangays or municipalities, they can finally decide to be their "own" Nation and the Hinterland Barangays can be their provinces!! Iligan must never discount this possibility. The years of neglect for the mountains is finally catching up with Iligan and at a very heavy toll to our territorial integrity.
In reality therefore the fate of our Hinterlands will not be decided by politics but by plain management and economics. It is that simple. No rocket science to it really. People want progress and if they don't get it here they look for it
somewhere else.
Local Sectoral Representation for the Muslims and Lumads in the City Council
One way that Iligan City can salvage the situation is to let the Tri-people have a more active role in the City Council -meaning therefore the Muslims and the Lumads must have Local Sectoral Representation-so that they can have a voice in the development of the City.
The move of Congressman Varf Belmonte to rename Iligan's title from "City of Majestic Waterfalls" to the "City of the Tri-people" is a timely move and which has been long forthcoming. The advent of the Bangsamoro reality is not a far possibility with Pnoy leading the way to its creation.
We should therefore as a City pro-act and not re-act to the situation. We must be forward looking and upbeat. Knowing that in today's reality the Tri-people must act together and work together.
Should Iligan lose (God forbid!) the Hinterlands to either the Bangsamoro, Lanao del Norte or to the Bangsalumad what will now happen to Iligan? Well it will be reduce to 20% of its size, since the 80% is now a seperate and distinct entity. Should this happen Iligan has no choice but to revert back to Lanao del Norte where it originally belong!! And Iligan reverting back to Lanao del Norte will have a totally different dynamics which only our City and Provincial leaders can resolve.
In Conclusion:
Let it not be said that I did not warn our City over this matter and that I did not provide any solution to the matter. We cannot forever ignore the needs of our Hinterland brothers-we must act now or it would become too late for all of us in Iligan. I see the IPUP and Local Sectoral Representation of the Lumads and Muslims as the fastest way to let progress catch up with our Hinterlands.
It is time to bless the Mountains and having a University-the IPUP and Local Sectoral Representation of the Lumads and Muslims in the City Council - will make sure that the long awaited promise of the Hinterlands and the IPs will be fulfilled.

قضية MOA-AD:

في "أحضان Substate". إذا حدث ذلك (ومرة أخرى أقول إذا) سوف لا تكون فقط اليجان حي لون ولكن سوف تصبح في نهاية المطاف "DISTRICT LONELY". أننا سوف تقلل إلى 20٪ فقط من مساحة أرضنا، 80٪ يذهب إلى Substate، ربما لاناو ديل نورتي أو حتى تصبح أمة وربما في حد ذاته!
أقول هذا مع خوف كثيرا منذ أنا لا أحب أن نرى مدينتنا "خفض" لمجرد 20٪ في مساحة الأراضي (انظر الجزء المظلل من خريطة اليجان أدناه). أريد أن حماية سلامة أراضينا كمدينة.
وIPUP: A الحل المقترح لتسريع التقدم المحرز في المناطق النائية:
يجب على الإدارة الحالية نفعل شيئا الآن لتغيير مصير المناطق النائية وهذه الفكرة من جامعة السكان الأصليين من الفلبين أو IPUP يمكن أن يكون طريقنا الوحيد لتسريع هذه العملية. إذا كنا لا تجعل هذه الخطوة اليوم، ونتوقع أن يتم فقدان المناطق النائية 8 من معنا إلى الأبد كمدينة. سوف نصبح ثم حي وحيد. الأمر الذي أعرف كل Iliganons لا تود أن يحدث.

وبانجسامورو والهينترلاند لدينا:
في الآونة الأخيرة ونحن نعلم جميعا أن حوالي 6 بلديات نورتي اناو ستكون جزءا من بانجسامورو. هذا يعني أن قد تتأثر لاناو ديل نورتي من حيث IRA وCDF-لأن كلا تعتمد على المساحة وعدد السكان.
وينبغي في نهاية المطاف فإنها تفقد هذه البلديات 6، ما من شأنه ردع اناو ديل نورتي في إحياء مرة أخرى نزاعهما الطويل الأمد مع اليجان أكثر من منطقة والتي تضم 8 Mandulog البلدات من اليجان. وإذا اناو ديل نورت تقدم هذه البلدات (8) ووضع يتم تحويلها إلى 8 اليجان-البلديات أن تفقد الكثير من حيث مساحة الأرض. A بلدية لديها ميزانية أكبر وسلطة من مجرد بارانغاي-SO ما يمكن منع هذه البلدات 8 من نقل أكثر من لاناو ديل نورتي؟ ونظرا لهذا العرض، منطقة Mandulog ستنقل إلى أيدي اناو ديل نورت أسفل.
فإن أي plebsicite القيام به في هذه الجبال جعل بالتأكيد اناو ديل نورت الفوز! يجب اليجان الاستعداد لهذا الاحتمال. وآمل أن والقادمة بالتشاور بانجسامورو والاستفتاء وتسوية النزاع Mandulog مرة واحدة ووقت واحد، مع كل تلك من مينداناو. يجب اليجان PROACT
وليس رد فعل للحالة وإمكانية ذلك.
حتى في واقع الأمر هناك ثلاثة أحزاب التي هي في المنافسة على جبالنا. إذا اليجان تواصل "النوم" على مصير المناطق الخلفية لدينا فإننا نجد أنفسنا في يوم من الأيام يستيقظ من الواقع المحزن أننا فقدنا لهم إلى الأبد، إما إلى Substate (في بانجسامورو) أو إلى مقاطعة لاناو ديل نورتي.
من السكان الأصليين في الدولة أو Bangsalumad:
وهناك إمكانية أخرى للالمناطق النائية هو عندما إخواننا وماد ستقرر لإنشاء Bangsalumad أو موازية من السكان الأصليين في الدولة إلى بانجسامورو للدولة ما يمكن ردعهم عن القيام بذلك؟ بدلا من البلدات أو البلديات، فإنها يمكن أن تقرر في النهاية أن يكون لها "الخاصة" الأمة والبلدات الخلفية يمكن أن يكون محافظاتهم! يجب اليجان أبدا خصم هذا الاحتمال. وسنوات من الإهمال للجبال هو اللحاق أخيرا مع واليجان في خسائر فادحة للغاية لسلامة أراضينا.

في مكان آخر.
التمثيل القطاعي المحلي للمسلمين وLumads في مجلس المدينة
إحدى الطرق التي يمكن اليجان مدينة انقاذ الوضع هو السماح للشعب ثلاثي يكون لها دور أكثر نشاطا في مجلس مدينة النية المسلمين وبالتالي يجب أن يكون Lumads القطاعية المحلية التمثيل بحيث يمكن أن يكون لها صوت في تطوير المدينة.
هذه الخطوة من الكونغرس Varf بيلمونتي لإعادة تسمية عنوان اليجان من "مدينة الشلالات المهيبة" إلى "مدينة للشعب ثلاثي" هو خطوة في الوقت المناسب والتي كانت طويلة المقبلة. ظهور واقع بانجسامورو ليس بعيدا مع كبار إمكانية Pnoy الطريق إلى إنشائه.
ولذلك ينبغي لنا باعتبارها مدينة المؤيدة للقانون وليس للحالة إعادة العمل. يجب أن نكون ونتطلع تفاؤلا. مع العلم أنه في واقع اليوم الشعب ثلاثي يجب أن تعمل معا والعمل معا.
يجب تفقد اليجان (لا سمح الله!) إلى المناطق النائية إما، بانجسامورو اناو ديل نورتي أو إلى Bangsalumad ما سيحدث الآن واليجان؟ كذلك فإنه يمكن خفض إلى 20٪ من حجمه، لأن 80٪ الآن كيان منفصل ومتميز. وإذا حدث ذلك اليجان ليس لديها خيار سوى العودة إلى لاناو ديل نورتي حيث يجب ان تكون في الأصل! وسوف اليجان العودة مرة أخرى إلى لاناو ديل نورت لها ديناميات مختلفة تماما لدينا منها سوى مدينة ومقاطعة قادة يمكن حل.
في الختام:
السماح لها لا يمكن القول بأنني لم يخطر على مدينتنا هذه المسألة وأنني لم تقدم أي حل لهذه المسألة. لا يمكننا أن نتجاهل إلى الأبد احتياجات الخلفية إخواننا-علينا أن نعمل الآن أو أنها سوف تصبح بعد فوات الأوان بالنسبة لنا جميعا في اليجان. أرى التمثيل القطاعي المحلي وIPUP من Lumads والمسلمين وأسرع وسيلة للسماح التقدم اللحاق الهينترلاند لدينا.
